Do you have experiences with a content management system (CMS) suitable for Bubba? It should be PHP based and shouldn't rely on MySQL or any other database for that matter.
I have tried a couple, but they were both too primitive.

You could give CMSimple a try www.cmsimple.dk . I've played around with it a couple of times and found it rather good. Depending on your content DokuWiki is pretty good to. I'm using it for a departmental Wiki at work.
Most CMS systems that don't use MySQL are probably going to seem a little limited if you have used ones with a database.
I have installed MySQL on my Bubba for use with Joomla 1.5 and was pleasantly surprised at the performance. I wouldn't run a live customer (for want of a better word) website off it,but it would be more than adequate for personal, testing and demonstration work.

AngelineCMS is a nice CMS.

It does require a database but it can use SQLite whic is already installed...
I haven't testedt it myself on BUBBA but on other LAMP systems it works fine and is very easy to start working with.
If you appreciate XML and XSLT this is really a very nice CMS.

sNews
sNews is a very small (one file basically) CMS running off PHP and MySQL.
i have installed it on my BUBBA but haven't figured out how to minimize the memory footprint yet...
But sNews is nice and easy!

I found PHP Fusion. http://www.php-fusion.co.uk
Easy to install, complete and very FAST ! on the bubba.
I uses a mysql database, but mysql runs fine on the bubba in minimal mode.
