Bubba 2 packages have been kept back

When i try to upgrade my bubba 2 running 2.4-rc1 some packages are kept back, and i can't install them bye hand. Is this correct and is it going to be fixed?

This is not tested by us, please hold on a while and await the stable 2.4.
