Make Bubba Two go online without reboot

Hello!
I have a router that is connected to a free domain like this "http://xyz.homeip.net".
The router then forwards traffic to my Bubba Two that is located in my network. This way I can reach my Bubba via a fine URL.
Setup:
My router is connected to the internet (the router serves as firewall etc).
The router then supplies IP-numbers to my computers (including the Bubba machine).
My problem:
Every time that my internet connection goes down I have to reboot the Bubba in order to reach the webserver and other stuff that I have installed on the Bubba machine.
Does anyone know why it is impossible to reach the Bubba after the internet connection has been lost and the comes back up again?
How can I make the Bubba reachable after the internet connection is astablished WITHOUT having to reboot it?
