Since applying the 2.6.0.3 standard update ( http://forum.excito.com/viewtopic.php?f=22&t=5851 ) and apt-get upgrade, B3s dnsmasq seem to have stopped serving DHCP ...

Eh, I'm sorry, I think there was a bit of copy/paste problem there, leading to incorrect instructions.
I'll do some edits, hopefully you aren't too confused yet

There's actually a binary for this in the Debian repository! So if you think something went wrong during compiling, you can grab the package from there and install it to retry.
