I can confirm that factory setting is "umask 000". That seems very dangerous (and I just experienced that a user accidently deleted a file owned by another user). Why is it like this?
I suggest changing it to 022.
This is what the file looks like at delivery.
# /etc/profile: system-wide .profile ...
